Student Membership
One category of ITE membership is Student Member. To be eligible, a student must be enrolled in a graduate or undergraduate transportation-related program at a school of recognized standing and not otherwise eligible for another grade of membership. Many colleges and universities that offer degree programs in transportation engineering or closely related fields have ITE student chapters.
There are currently six ITE student chapters within the boundaries of TSITE. However, a student at any other Tennessee college or university can become an ITE student member subject to the eligibility requirements described above.
ITE and its Districts and Sections provide many resources for students to learn about career paths in transportation. ITE and TSITE meetings provide an excellent opportunity for student members to make contacts with future employers and new friends with common interests.

Student Scholarship Information
The Tennessee Section of the Institute of Transportation Engineers (TSITE) sponsors a student scholarship program each year for civil engineering students enrolled at a university within the State of Tennessee who have demonstrated a strong commitment in transportation engineering. Solicitations will be made each Spring for applications for the scholarship.
A scholarship candidate must be enrolled in an undergraduate accredited civil engineering program within the State of Tennessee or a graduate of an accredited program and enrolled in a graduate civil engineering program within the State of Tennessee in the year following nomination. The candidate may be either a full or part time student.
Students meeting these criteria are encouraged to submit applications. Faculty of any accredited civil engineering program within the State of Tennessee may also submit applications on behalf of students. In addition, Members and Affiliates of the Tennessee Section may submit applications for students. The applications must be transmitted using the TSITE Student Scholarship Application Form.

A Scholarship Committee, comprised of Members of TSITE, will evaluate all applications received and select recipients of the scholarship.
The scholarship recipient is encouraged to attend the Tennessee Section’s Annual Summer Meeting, which scheduled to be held at the Park Vista Hotel in Gatlinburg. The student’s registration fee at the Annual Meeting shall be waived and a travel expense contribution shall be provided by TSITE.
TSITE will award up to six (6) scholarships as follows:
William L. (Bill) Moore, Jr. Scholarship Award – Bill has been actively involved in ITE since 1971 including serving as President of the Tennessee “Division” in 1975-76. This scholarship was named in his honor in 2004 as a tribute to his commitment and leadership in furthering the transportation profession. The award amount of this scholarship is planned to be $2,000.
John R. Harper Memorial Scholarship – John Harper was a long-time TDOT employee who headed up the Department’s GIS work unit. Proceeds from a charity golf tournament held in his honor each Spring are donated to TSITE and a scholarship given in his name to promote students’ involvement in the transportation field. The award amount of this scholarship will be $2,000.
Billy M. Hart Memorial Scholarship – Billy Marcus Hart was a long-time TDOT employee who began working for TDOT in December 1978 and steadily progressed to Transportation Manager 2 within the Strategic Transportation Investments Division. Proceeds from a charity golf tournament held in his honor each Spring are donated to TSITE and a scholarship given in his name to promote students’ involvement in the transportation field. The award amount of this scholarship will be $2,000.
T. Darcy Sullivan Scholarship Award – Darcy was actively involved in ITE throughout his lifetime beginning in 1961 including serving as President of the Tennessee “Division” in 1976-77. This scholarship was named in his honor in 2007 as a tribute and memorial to his commitment and leadership in furthering the transportation profession. The award amount of this scholarship is planned to be $1,500.
Bill D. Kervin, Jr. Scholarship Award – Bill was an active member of ITE and served both TSITE and our Country admirably, his term as TSITE President in 2004 was interrupted by a military deployment to Iraq as part of the Tennessee Army National Guard. This scholarship was named in his honor in 2015 as a tribute and memorial to his commitment and leadership in furthering the transportation profession. The award amount of this scholarship is planned to be $1,500.
Tennessee Section Undergraduate Scholarship Award – This scholarship is specifically directed to be awarded to an undergraduate student who otherwise meets the previously noted eligibility requirements. The award amount of this scholarship is planned to be $1,500.
Please note that the final amounts of the five scholarships other than the John R. Harper Memorial Scholarship will be determined by the actual number of applicants and the number who are determined to merit an award for the year. If fewer than four applicants are awarded then a greater share of funds for each will be available and can be awarded at the discretion of the TSITE Scholarship Committee.

TSITE Paper Competition
The Tennessee Section of the Institute of Transportation Engineers (TSITE) sponsors a student paper competition each year for civil engineering students enrolled at a university within the State of Tennessee. Solicitations will be made each Fall for student papers. A committee, comprised of Members of TSITE, will review all papers received and select award winners. The three best papers will receive awards. The first place winner will receive $500, the second place winner $250, and the third place winner will receive $100 from TSITE. Winners may be asked to make a presentation on their paper at a TSITE meeting. TSITE will submit all papers to the Southern District ITE for their student paper competition.
Purpose
The purpose of the Student Paper competition is to encourage student members of the Institute of Transportation Engineers (ITE) to conduct and report on independent and original research and investigation of traffic and transportation subjects and to provide a means for recognizing outstanding accomplishments in this area.
Eligibility:
Any individual member of ITE who:
Deadline: January 26th.
Is a student member of ITE International
Completed work providing a basis for the paper while a student member of ITE International.
Judging Criteria:
The ITE Student Paper will be evaluated in five categories
Originality (20 Points)
To what degree does the subject matter and conclusions treat new ideas or call for a significant departure from the present state-of-the art? How imaginative and original was the approach? How extensive were the qualities of inventiveness and ingenuity used?
Significance (20 Points)
To what extent is the paper a major contribution to transportation engineering?
Scope and Format (20 Points)
To what degree is the paper complete in relation to its stated purpose? Is the paper well organized? Is it concise?
Validity (20 Points)
How sound are the approach techniques, the data used, and the reasoning applied?
Applicability (20 Points)
To what degree can the conclusions reached in the paper be applied in a practical manner towards solving transportation engineering problems?
Paper Topic and Format:
Must address a transportation topic
Must be authored by one student author, advisors can be listed but CANNOT be co-authors.
Paper must be submitted in English
A PDF document in 11 pt. type, with a maximum of 3,000 words
Paper must include a title page showing title, author’s name, address, telephone number, and date, and a table of contents.

First place recipient receives $ 500.00
Second place recipient receives $250.00
Third place recipient received $100.00

Outstanding Student Chapter Award
To encourage participation in the Southern District competition and to further recognize the work of the student chapters in Tennessee, the Tennessee Section began the Robert Stammer Student Chapter Award in 2003.
Each Student Chapter is to requested to submit a written Annual Report to the Section, pursuant to the requirements, guidelines, and reporting period established by International ITE. Early in the year, International ITE writes each Student Chapter and informs them of these requirements. A copy of the format is provided to each chapter at that time.
Chapters must send and original plus five copies of the written report to the TSITE Career Development Committee Chair by January 26th. This award will be presented to the student chapter who, for the school year, has contributed most to the advancement of the transportation profession and the Tennessee Section.

Application of Technical Knowledge (15 points) — Did your Chapter address a local transportation issue or collaborate with industry on a project or program, for example. Did any of your members prepare for or present student papers for ITE Districts/Sections or other industry organizations. Were any technical papers published ITE Journal or other technical publications?

Chapter Administration (15 points) — Hold Regular Meetings: Baseline should be a minimum of 4 meetings annually, file annual report and have elected officers. In this format, please list your regular member meetings: Meeting Number and Date of meeting: Location (City): Presentation/speaker: Was this a joint meeting with another group(s)? Describe one or two meetings that were particularly well received by your members. Did you file an Annual Report and include elected officers?

The winning chapter will be presented with a plaque at the Summer Meeting and will represent Tennessee at the Southern District’s Temple Scholarship Challenge.
TSITE will forward all submissions to the Southern District for judging against other southeastern chapters. The District provides $100 to each Chapter that submits an Annual Report and there is a $100 award to the winner and a $50 award to the runner-up chapter.

SDITE Paper Competition
Southern District ITE (SDITE)
Student Paper Competition Information
The Southern District ITE sponsors a student paper competition each year. Early in the year, International ITE sends a letter to each student member outlining the student paper competition. This letter explains the criteria for the contest and that the paper is to be submitted to the Chair of the Southern District Education and Student Chapter Committee.
The Southern District uses the same criteria as International ITE for eligibility. Each entrant must be a student member of ITE at some time during the academic year in which the paper is submitted and must have been a student member while completing the work that was the basis for the paper.
The papers are typically due to the Southern District’s Education and Student Chapter Committee Chairman on March 1st. The District Committee reviews them and selects a winner and a runner-up by April 1. The award is presented at the Southern District Annual Meeting of the same year. The District awards a $100 check to the award winner and a $50 check to the runner-up.
